Most often because not every note in that export has been co-signed. The signature still prints, but it's marked as covering, for example, 7 of 10 notes, so the document never claims more review than actually took place. The export screen tells you the coverage before you download. If the notes were signed by two different people, no single signature is printed, and each note still shows who signed it.
